I completed MSc bio-technology in year 2006 with 70 % marks. Will i be able to get a job in bio-tech R&D, or it is only PhDs who get the research jobs?

You could take the test again. Many people take the test
twice because they know that they will increase their chances of getting a
better job. Also, having taken the test
once, and knowing your scores for each section; you can see where the areas of
weakness are and can concentrate on improving and reviewing everything, while you
wait for the next examination date. It
isn’t just that the PHD’s get the best jobs, it’s that the people who perform
well on the test, show that they have done the work to earn a great
position. Companies want to know before
they hire you, that they will be getting their moneys worth by paying you a
salary. It makes sense, to give it
another try, now that you know exactly what to study.
