God first created a perfect world. When Adam and Eve chose to rebel against God's will, it opened that world to sin and all of its consequences. His perfect will for the entire human race would have been for us to live in peace and perfection. However, because God is not a "puppet master", He gave man a choice; and man made the wrong choice.
Therefore, this world is now impacted by disease, pollution, war, hatred, violence, extreme weather, etc. The Holy Spirit is a gentleman and God is a patient God. He doesn't force His will on people. He, simply, extends His grace and mercy to cover a multitude of sins.
