The person who controls the webring would be the person who is the current owner. Does your ring have a homepage? The ring owner would be the only person with the access to the ring information (unless they gave that information to others who helped to run it)
The only time that RingSurf would give out the ring information for a ring that wasn't your own, would be if you were adopting the ring. Then you would be given that information so that you could make the needed changes to make the adoption final. Unfortunately it seems there's no longer any way to find out if a ring is active or not - by seeing how many members sit in queue for ever & ever or even to reqest to adopt what might bea dead or broken ring.
Is NFON the name of the webring? I did a search for it in RingSurf & didn't come up with anythng by that name.
