If you can put out fires and need a partner, why not advertise in a place where the need is very great.  For instance, right now in California, there are more wild fires, and as the summer progresses, they will get worse because the temperatures are already very hot, almost 100 degrees in April, for example. The Santa Anna winds will come at the end of summer and make it even hotter and harder to control fires. So why not advertise in the California papers for a partner.  Also, you could try posting on Craigslist in Pasadena, Hollywood, or Glendale, and maybe even Malibu where the fires have done a tremendous amount of damage.  When people read your post and see that you have something for which there is a tremendous need, you should receive numerous offers to fund your invention.  It will help if you have a patent, to protect your invention, so that no one can copy it, and in effect, borrow your idea.
