The recent tsunami ruined great numbers of small communities in Indonesia and Sri Lanka, as just one example.  These communities lost their ability to make a living.  They rely on the sea as a food source and their boat was their only way to fish and get to other communities to trade.  All of the boats were destroyed. All of the structures on land were destroyed. How do they rebuild and who will give them money to get more boats?  Only a small percentage of these poor people had any kind of trade.  A very few were farmers and they lost their crops, homes and person possessions.  Many lost their health as well.  Not only were their houses gone, so were their roads, and trucks and cars, as well as the harbors and boat docks,.  Every kind of infrastructure was destroyed for hundreds of thousands of people.  Aid has poured in from many countries ,but it will be years before any kind of normalcy returns to the lives of the victims of this horrific Tsunami.  The governments were destroyed too, and even though UNICEF and the UN are trying to help with food, water and basic necessities,  There seems to be no long term plan in place for helping these people rebuild and restart their lives.
