The seller must describe the item as it truly is, or you get a refund.   Many sellers on Ebay have a certain number of customer reviews.  You can read these reviews to make sure that the seller is authentic and honest.  These are unknowns when buying though an ad that you saw in the newspaper.  Another place to look is called kijiji.com and they work just like craigslist.com. Just find the category for radios and post for exactly the CB Radio that you want.
